Help the homeowners:
Point the legislative gun to the bankers' heads - make them renegotiate loans that are in trouble.
Give the Billionaire Bailout money to the homeowners, to save or squander. It was theirs to start with - the Billionaires paid a small fraction of their disposable income as taxes compared to the homeowners.
